Efficient Partnership

Realisation of a large-scale project such as the development of the Salym group of oilfields assumes involvement of a large number of Contractors: construction companies, design institutes, suppliers of equipment and materials, and transportation companies. This requires a well-defined and efficient contractor selection system. Potential Contractors are supposed to have the necessary capability and experience, as well as qualified personnel and management ability to ensure that the work to be performed would be in accordance with SPD’s Quality and HSSE standards.

SPD awards contracts on a competitive basis with objective and equitable treatment of all contractors. The bids are reviewed independently by two groups of experts: one for technical aspects, the other for the commercial. The two groups rank the bids and the results are summarized and reviewed at the joint meeting of the tender board, which makes the final decision on contractor selection. Providing all other conditions are equal, companies from the local region are given preference.

Since 2004, along with the conventional "paper" method of responding to a tender, SPD has been using Online Bidding. It is a method of collecting prices using an Internet auction tool and is designed to streamline negotiations into a one-time competitive bidding event. Online Bidding has been shown to encourage good procurement practices, increase transparency, and receive the most competitive prices. Since 2004 SPD has completed approximately thirty Online Biddings for various types of contracts ranging from provisions of well logging, construction of waste disposal polygon to the supply of stationary and provision of taxi services.

One of the major SPD contractors is OAO GiproTyumenNefteGaz (GTNG). This company has provided design services for construction of over 200 oilfields in Russia, tens of thousands of kilometers of roads and power lines, and hundreds of bridges. Under the contract with SPD, GTNG is the general design contractor for the development of the Salym oilfields, performing general supervision of the design subcontractors.

The first thing we noticed when working with SPD were the company’s stringent requirements with respect to the work safety at the contractor’s facilities. Another aspect was the desire of customer’s specialists to understand all of contractor’s problems and provide real assistance in addressing them, generating a team spirit in the course of project implementation. Another fact I would like to mention is the openness of SPD’s specialists and their desire to utilize the experience of Russian specialists in order to improve the drilling performance.”

SibBurMash, a major Russian coring company, has also been engaged in the Salym Project since 2004. With help from SPD, SibBurMash has succeeded in running core barrels 48m long while continuing to bring to surface top quality core with 100% recovery. That length, a record for SibBurMash, is far above the average Russian barrel of 6m to 12m, and it has helped reduce by more than 50% SPD’s coring time in the Salym fields of western Siberia.

Bulat Khairullin, general manager of SibBurMash:

“At first glance, the requirements of SPD seemed unusually stringent.. But we came to see them not so much as stringent requirements, but as high standards. SPD’s high expectations stimulated the creativity of our designers. As a result, after beginning from cores of 6m, today we already have achieved cores of 36m in one descent, and the coring speed has grown nearly fourfold, from 1.96m/h to 7.93m/h on average. I can’t say enough about the professionalism of the international team at SPD. Whether at base camp, in Tyumen, or in Moscow, SPD people are always attentive and kind, and above all willing to help.

The benefits of SibBurMash’s new expertise, acquired in the partnership with SPD at the Salym fields, will quickly radiate out into the Russian market. That’s because SibBurMash is present in the major hydrocarbon-producing regions of Russia. SibBurMash is now in a position to use the longer barrels, which provide more complete geological information about the properties of the rocks, in its activities elsewhere.”

There are also foreign companies among SPD’s Contractors. One on these is Schlumberger Since returning to Russia in 1991, Schlumberger has become a major player in oilfield services for the oil and gas E&P business in Russia.
