Oil and gas production has always been an activity involving risks and hazards both for people and the environment. Therefore, ensuring safe work represents a top priority task. To tackle this task, SPD has developed a balanced Health, Safety, Security and Environment (HSSE) management system. This system is based on the statutory Russian requirements and international practice of Shell, one of SPD’s Shareholders. It consists of clear-cut corporate principles, standards, rules and arrangements designed to ensure a safe work place and to reduce to a minimum the risks to a persons health and safety, and to the environment.

SPD standards in the area of industrial and labour safety cover all aspects of oilfield operations including Transport, Lifting, Permit to Work, Camp Standards and Emergency Response.

“We are striving to foster our personnel's motivation for HSE awareness rather than formal compliance with regulations, HSSE Manager Elena Kompasenko says. – “Indeed according to statistics the most frequent cause of incidents and injuries in the oil and gas sector is human error - personnel disregard for discipline in operations, violation of procedures and job instructions, internal policies etc.

We should not overlook one more reason for emergencies in operations. Statistics indicate that this reason is lack of attention towards safety issues on the part of company managers. That's why SPD management is continuously focused on these issues. Suffice it to say that all department managers accept personal HSSE commitments including monthly visits to project sites in order to inspect compliance with appropriate standards and regulations. All SPD staff meetings begin with discussions of HSSE issues.

Same as in health care, in the area of safety prevention is better than cure. In our endeavors to prevent accidents and occupational injuries we rely on statistics. This also includes statistical indicators which the Russian oil sector has virtually never used.

If we cast a close look at the pyramid of total accident rate statistics associated with harm or hazard to human's health and life used by SPD, we'll see that its base includes data reflecting the near-miss rate, i.e. those accidents that did not occur but could have happened. We believe that an inventory of such data is extremely important since it provides valuable information about weaknesses in our safety management system, and this being the basis for our review of the situation and decision-making procedure to rectify the deficiencies.

A Fountain system globally accepted by Shell and intended to manage HSSE data and audits helps us maintain accident rate data and audits. So far approximately one fourth of SPD staff use this system to maintain an inventory of incidents and HSSE tasks, as well as to follow up on audits . With the increase of the SPD employee awareness the number of users will go up too. The Fountain system promotion team is disseminating appropriate information and arranging training classes at workplaces, as well as online external courses via the Internet. The classes are sort of a game with small awards to the best students and users.

SPD HSSE standards equally apply both to company employees and contractors. Our goal is to bring up the culture of safe work practices for everyone working on the Salym project sites, which in a nutshell may sound as follows: “Think safe, act safe and be safe”.

SPD has a functional system of bonuses and moral incentives for compliance with safety standards, as well as a system of disciplinary actions and penalties for their violation. Specifically this applies to a company alcohol abuse policy. A zero-tolerance policy for alcohol abuse is enforced at all camps and field sites. This alcohol ban is strictly enforced – non-compliance with this policy has resulted in a removal of 200 contractor employees from the SPD sites.
