Western Siberia has long been the heartland of the Russian oil and gas sector. Historically, oil companies were the powerhouses of economic development. In addition, they were obliged to take on the task of ensuring the development and proper functioning of the social infrastructure facilities in the territories of their operations, and in many instances even played the role of township-forming enterprises.
Thus, it was quite natural, that local authorities and the public pinned high hopes upon arrival of a new oil company – SPD to the region, in terms of both economic and community development. The Company tries to meet these hopes, and since the inception of the Salym Project SPD has done its best to make an adequate contribution to resolving the social and economic issues of the region.
The Company does have a solid foundation to build on - its shareholder Shell, has vast experience in implementing the concepts of sustainable development. This concept requires balancing the business, environmental and social factors in the short-term and long-term perspective to address the interests of all stakeholders i.e. shareholders, government and society.
SPD has adopted these principles and placed them at the core of its operations. The Company believes that the combination of the three components of sustainable development - efficient operations, protection of the environment and attention to social issues – plays a crucial role in the successful realisation of the Salym Project.
Business operations, the main activity of SPD provides the greatest contribution to the sustainable social and economic development of the region. SPD started to address local social issues by looking at the situation in the village of Salym, the largest populated settlement (over 6,000 people) in the vicinity of the Salym group of oil fields. An Environmental Social and Health Impact Assessment of the Salym Project, conducted in 2003, initiated a dialog with the local authorities and communities. These communications helped set the priorities for SPD’s contribution to the social programmes of Salym for the near future - help the development of health care, school and pre-school education, the village social infrastructure and small business.
Initially, the focus was on funding the most pressing social projects in Salym. In particular, SPD donated funds to purchase modern medical equipment for the Salym hospital, refurbish and buy equipment for the local schools and pre-school establishments, modernise the village telephone exchange and install telephone units in the homes of several dozen underprivileged families.
Building on the experience gained from these initial projects, SPD started financing a larger social project, the construction of a new kindergarten for 210 children in Salym. This very important social infrastructure project was commissioned in 2006 and will help close the gap between supply and demand for preschool establishments. |

SPD also finances other important community projects in Salym village. These include Raduga (Rainbow) summer camp for children from underprivileged families, a student archeological expedition, a winter garden and museum of local history and ethnography in the high school #1. The Company supports a Salym forestry-based environmental project for school students, an anti-drug education programme, and indigenous culture protection projects. |
